You can healbrush or clone out those spots.
For some reason, I think color would have worked better on this shot, the sign is already predominantly black and white and the sky probably is as well, but a dash of color might help bring the shot to life.

Texture is what comes out of this, the sign with its diagonal post, has the feel of fabric on its perimeter and within the arrow, the sky has good proportion of highlight and grey grainniness, that again, is textural, and back to the post, this diagonal has just the right amount of pizazz, and coupled with the off angles of sign relative to frame, sets up a well tensioned image ....and the title gets me a chuckle
